Expert Touts Rise of Citizen Journalists

PHNOM PENH — Citizens can be journalists, and they can help Cambodia face ongoing issues like illegal logging, rights abuses and corruption, a communications technology expert says.

Ngeth Moses, ICT coordinator for the Community Legal Education Center, told “Hello VOA” Monday that new tools are making it easier for so-called citizen journalists to emerge.

“They can get audio and video from the field where those problems occur, and share them quickly on social media,” he said.

Cambodia’s low number of Internet users make a social-media fueled revolution here unlikely, an Internet researcher says.

Cambodia’s more than 200,000 Facebook users mostly use the website to connect with friends and maintain professional social networks, said Saray Samadee, who recently co-authored a report for the Cambodia Communication review.

Companies Asked ‘To Curb’ Critical Websites

Internet service providers have received an e-mail from an official at the Ministry of Post and Telecommunications reminding them to “take action” against several anti-government websites.

The e-mail, a copy of which was obtained by VOA Khmer on Thursday, is a follow-up to a Feb. 10 meeting between the ministry and service provider representatives.

When it comes to information technology curriculum, high schools have a long way to go.

“The lack of electricity and computer sets in schools is a main obstacle for the implementation of the use of ICT in senior high school education,” Kheng Piseth, Khmer OS program manager at the Open Institute, told “Hello VOA” on Monday.
